Chemonics Egypt employs 154 staff members in Egypt and in Middle Eastern and African countries.    Dr. Ahmad Gaber, Founding Partner and the President.

Senior  policy advisor in the field of sustainable development , planner, and project manager, with over 29 years consulting experience.  President of Chemonics Egypt, engineering and management consulting firm, and co-founder and board member of  four local environmental businesses.  Full professor of Chemical Engineering at Cairo University, where he has supervised graduate research in the fields of chemical, environmental and biomedical engineering.  Holistic thinker well versed in technological, economic, and social dimensions of environmental and development  issues and with strong technical grounding in many sub-disciplines of the environmental and natural resources sectors.  Gifted communicator, strategic planner, and organization development agent. Foremost development thinker and practitioner in the field of Egyptian rural water and sanitation. Planned and managed programs in Egypt and Tunisia which have demonstrated a variety of appropriate and innovative technologies for water supply, wastewater collection and treatment, and solid waste composting and recycling for small towns and villages. Closely involved with long-term, multi-donor supported institutional reform programs in the Egyptian irrigation and municipal water sectors, as well as the local development/decentralization sector.  Recognized as a water, sanitation, and environmental management specialist throughout the MENA region. Author or co-author of  over forty publications and conference papers. Member of several standing committees at the national  and international levels.

    Mohamed Ashmawi, Founding Partner and Chief Executive Officer

Eng. Ashmawi has over 35 years experience in institutional development planning, implementation, operations, and financial management of technical assistance projects, both domestically and regionally.  As Chemonics Egypt's CEO, he is responsible for management of all Chemonics Egypt’s projects and contractual issues with governments, donors and multi-lateral organizations, such as the Government of Egypt’s Ministries and Organizations, United States Agency for International Development, the World Bank, Kfw, Danida, Finnida, the Netherlands Embassy, United Kingdom, European Union, Social Funds Development, Kingdom of Saudi Arabia, and other national companies. Eng. Ashmawi oversees implementation of company policies and procedures.   Early in his career, Eng. Ashmawi served as Deputy Chief of Party on the USAID-funded Local Development II/Provincial Project where he supervised technical assistance, training, operation and maintenance, and institutional development for infrastructure projects in water and wastewater systems, equipment, roads and buildings.  Eng. Ashmawi promotes institutional development by putting together the counterparts and/or subordinates in the private sector and all levels of the Government of Egypt (GOE) from Central Government to village level.  He is a member of several professional societies, including the Egyptian Syndicate of Engineers, the Egyptian Society for O&M Engineers and is a registered Consulting Engineer.  Eng. Ashmawi holds a Post-Graduate Diploma in  Administration Management, Egyptian Armed Forces, Alexandria, Egypt, 1976 and a B.Sc., degree in Mechanical Engineering, Alexandria University (1966).

   Eng. Samir Badr El-Din, Head, Project Management and Quality Control Unit

Eng. El-Din is an Institutional Development Specialist and Municipal Engineer with over 31 years experience in design, project management, project identification, planning, implementation, construction management and supervision, and environmental, sanitary and public works engineering. Expertise in design, equipment specifications, construction and start-up, O&M, and management systems for water and wastewater plants. Eng. El-Din has served as technical advisor and training specialist for activities on water, wastewater collection, wastewater treatment, service improvements and delivery in the rural governorates of Egypt, on projects funded by USAID and the Embassy of Netherlands.  As former General Manager of the mechanical and electrical department of the Cairo General Organization for Sanitary Drainage (CGOSD), he was responsible for planning design, procurement and construction supervision of all mechanical and electrical works for the Cairo wastewater system.  His regional experience includes working as Director of the Burida Water and Wastewater Authority in Saudi Arabia, and Senior Manager of Electrical & Sanitary Works, Tripoli Contracting Company in Libya.  As a former Director of Mechanical and Electrical Department of CGOSD, he developed plans and policies for wastewater projects, training programs for engineers and technicians on the design and review of wastewater pumping and treatment facilities. He also worked as a training specialist for the National Organizations of Potable Water and Sanitary Drainage.  Eng. El-Din holds a BS degree in Mechanical Engineering from Cairo University (1971).

   Dr. Amgad El-Ansary, Head, Engineering Unit

Dr. El-Ansary is a water resources and hydraulics specialist with over twenty nine (29) years of experience in design, rehabilitation planning and implementation of water and wastewater pipe networks, hydraulic analysis, sewer network evaluation, infiltration/inflow analysis and system evaluation, cost-effectiveness analyses, flow measurement and groundwater monitoring.  As a strategic planner Dr. El-Ansary recently prepared master plans and mapping of pipe water networks for several cities in South Sinai, and Upper Egypt.  As the head of Engineering Unit at Chemonics Egypt, he manages projects and engineers working in the areas of water network modeling, geographic information system (GIS), landfill designs, design and supervision of sewer networks, pump stations, and force main, feasibility studies for water and wastewater systems and flood protection, and hydraulic modeling.  Dr. El-Ansary has been a visiting professor at Washington State University and received a Ph.D. and an M.S. in Civil Engineering from University of Arizona. Member of American Society of Civil Engineers and Egyptian Syndicate of Engineers. Dr. El- Ansary has published over 20 papers in Journals and International Conferences.

   Eng. Hassan Rashidi, Head, Solid Waste Management Unit

Mr. Rashidi has over forty (40) years experience in planning, implementation, operation and maintenance of mechanical and electrical systems, including design, development and delivery of training programs.  He has spent the last 19 years working in solid waste management, providing technical assistance for implementing and improving plants, and training to upgrade the skills of staff in 15 plants throughout Egypt.  Mr. Rashidi participated in the preparation of Egypt’s strategy for solid waste management.  His experience also includes management of industrial and hazardous wastes, and the conduction of environmental impact assessments.  He is a member of the Egyptian Syndicate of Engineers and a Certified Consultant Engineer.

   Eng. Mohamed El-Shorbagy, Head, Human Resources Development Division

Mr. Mohammed El-Shorbagy has over eighteen (18) years experience in human resources development; the management, design and development of training programs; and contract administration.  As the Technical Studies and Training Department Manager of the Firm since 1994, Mr. El-Shorbagy is responsible for overseeing the training department, which has conducted over 350 technical training programs.  He is responsible for procurement and contract administration.  Also, he conducts economic feasibility studies for rural infrastructure projects and conducts business incubation sessions for private sector organizations.   He established GIS units in the Aswan and Dakhalya Water and Wastewater Authorities.  Prior to 1994, Eng. El-Shorbagy was a design engineer in the Cairo General Organization for Sanitary Drainage and responsible for the design of wastewater pumping stations, and treatment plants (20,000 m3/day up to 600,000 m3/day), force mains, main collectors, and tunnels.  He has experience working with projects funded by donors and multi-lateral organizations, e.g., USAID, DANIDA, FINNIDA, IFAD, KfW, CIDA, and Dutch DGIS.  Eng. El-Shorbagy holds a Master’s Degree in Civil Engineering from Cairo University (1994).

   Mr. Hassan El-Samman, Head, Information and Knowledge Management Unit

Mr. El-Samman is an information systems analyst and computer programmer with strong skills in analysis, design, and programming of management information systems.  As manager of the information systems section, he supervises activities of programmers and database development specialists.  His programming skills include most recent computer languages, utility and spreadsheet programs, statistical, graphical, and word processing software. He has experience with the Arabization of computer programs and he developed a system for the hydraulic modeling of water and sewer systems. Mr. El-Samman is a proven effective trainer for computer courses.  He has over ten years experience in systems analysis and computer applications applied to municipal and environmental management.  He has extensive experience in the design and implementation of large-scale databases, e.g., a TV sewer inspection database that included thousands of relationally-linked records for the Canal Cities Project.  Mr. El-Samman holds a BS degree in Commerce from Cairo University (1983).

   Ibrahim Iskander, Head, Publications Unit

Eng. Iskander has over 19 years experience in editing, translating and preparing quality publications, including technical reports, manuals, training materials and computer user manuals.  As head of the publication unit at Chemonics Egypt, he supervises all editors and translators to make sure the documents are clear and concise, well-presented, clear of linguistic mistakes, and in the required format.  Prior to working with Chemonics Egypt, he worked as the technical specialist and editor on the U.S. Agency for International Development funded Industrial Technology Application Program project.  He worked with the General Organization for Industrialization to conduct project feasibility studies for issues related to electrical engineering in industries.    He also served as a training specialist for Danish International Development Assistance (DANIDA) and Finnish International Development Agency (FINNIDA) projects in the preparation and delivery of training programs on writing technical reports and editing Arabic documents.  He has experience in providing technical assistance and training for industrial companies in the fields of productivity improvement, plant layout, and design of lighting systems.  Eng. Iskander attended training programs in database and information management, technological Services to Industrial Companies, Electrical Power Systems for Factories, and General Management and Project Management in the USA and the Great Britain.  In 1968 he received a BS degree in Electrical Engineering from the Faculty of Engineering, Cairo University.
