The Mediterranean
Marine Pollution Monitoring and Research Program assists Mediterranean
countries in the formulation and implementation of pollution monitoring
program, including pollution control measures and the drafting of action
plans to reduce and ultimately eliminate pollution from land-based
sources. The Mediterranean marine environment was loaded with the
heaviest pollution. Approximately 80% of it originates from human
activities on land. These activities produce urban, industrial, and
agricultural wastes that are transported by airborne particles and river
run-off carrying nutrients, pathogens, heavy metals, toxic persistent
organic pollutants, oil and radioactive substances. These materials end
up in this regional sea. The Banias-Jebleh area has been confirmed for
the preparation of pre-investment study for domestic and industrial
wastewater management project in Banias.
The Ministry of Housing and
Construction of the Syrian Arab Republic obtained funds from the United
Nations Environment Program/Mediterranean Action Plan for the Banias
Wastewater Project and Rehabilitation of Banias Refinery Industrial
Wastewater Treatment Plant.
The five
main objectives of the study are:
1) Assessment of existing
wastewater system in Banias city and surrounding villages with the aim
to develop a long-term plan for domestic wastewater management;
2) Identification of the
first phase investment program leading to the upgrading and expansion of
the wastewater services and comply with environmental and client
priorities;
3) Conducting a feasibility
study of the priority investments;
4) Assessment of existing
wastewater treatment facility in Banias Oil Refinery with the aim to
improve the industrial wastewater management system; and
5) Identification of priority
measures leading to system improvement and pollution reduction, and
preparing a feasibility study for the industrial wastewater priority
investments for the refinery.
The scope
of the Consultant services will determine the scope and cost of measures
to be taken to reduce wastewater pollution in this described area. These
measures will constitute a project, to be presented to the GEF and other
financing organizations interested in co-financing the investment
project.
The consultancy services for
