Tabook and Tayef Municipalities

This is a performance-based
contract, where the contractor provides the facilities and system, and
collects its shares of enhanced revenues. The Municipalities of Tabook
and Tayef in Saudi Arabia intend to enhance the capability of its
revenue collection system and to identify and promote investment
schemes, which generate revenues. Chemonics Egypt works with the
Environmental Studies and Consultations Office (ESCO) in conducting
inventory of revenue sources in the Municipalities, establishing a
database, designing and installing of revenue collection monitoring
software, and increasing revenues through formulating of municipal
investment projects.
The project is
divided into two components. Component 1 deals with the
establishment of a computerized system for monitoring revenue
collection, including the following tasks

Data
gathering and categorization for all revenue sources

Design and
establishment of relational databases
-
System
development and system automation
-
Supervision
on fees and income collection procedures, and
-
Provision of
maintenance and training services for all hardware and software
components.
The component 2 deals
with the development of investment schemes, including the following
tasks:

Development of annual
investment plan, including investment opportunities
-
Conduction of
pre-feasibility studies for each project for the prepared investment
plan

Preparation of follow-up
activities for the implementation of the project
